The PCA is governed by the Model Rules of the Associations Incorporation Reform (AIR) Act 2012.

Consumer Affairs Victoria (CAV) is the Victorian government agency with primary responsibility for dealing with incorporated associations (www.consumer.vic.gov.au).  CAV is a unit of the Victorian Department of Justice.

Under the AIR Act the executive committee must convene an annual general meeting of the Association to be held within 5 months after the end of each financial year.  The Committee may determine the date, time and place of the annual general meeting.

The ordinary business of the AGM is: 

  1. to confirm the minutes of the previous annual general meeting and of any special general meeting held since then;
  2. to receive and consider (i)  the annual report of the Committee on the activities of the Association during the preceding financial year; and (ii)  the financial statements of the Association for the preceding financial year submitted by the Committee in accordance with Part 7 of the Act;
  3. elect the members of the Committee for the next year;
  4. confirm or vary the amounts (if any) of the annual subscription and joining fee.

 The annual general meeting may also conduct any other business of which notice has been given in accordance with these Rules.

 It is a further requirement that the Secretary lodge with CAV an Annual statement within one month of the AGM.
